After payment clears, transfer what you promised and nothing less. Unlock the domain, give the authorisation code, approve the transfer, then hand over hosting, code and accounts. The transfer guide lists the steps and timing. For domains we manage, we finish the transfer by hand, usually within one business day of payment.
